Scope of Services
Based on our understanding of the RFQ and research into creating an exceptional digital experience, our proposed scope of services includes:

Task 1: Error Identification and Correction
Building upon our existing familiarity with the site's structure and content, we will:

  • Implement clear disclaimers directing users to PDF versions for accuracy during updates.
  • Streamline and secure the search functionality to ensure reliability.
  • Provide detailed communications and standardized response templates for City administrative staff.
  • Maintain transparency via a comprehensive edit-tracking document.

Deliverable:All existing inaccuracies corrected by April 30, 2025.

Task 2: Rebuild and Migrate to Webflow
Stump.Works recommends migration to Webflow due to its superior stability, security, and ease-of-maintenance. Leveraging our existing preliminary Webflow setup, we will:

  1. Facilitate Webflow orientation and training sessions tailored to City staff.
  2. Migrate the most recent UDO content onto the Webflow platform.
  3. Establish intuitive, standardized conventions for listings, tables, and content structure.
  4. Enable robust, user-friendly search across all content.
  5. Fully migrate CharlotteUDO.org content, including sections for Home, Text Amendments, Project History, Prior UDO Versions, and UAC.
  6. Create tailored instructional video tutorials to empower City staff.

Deliverable:Fully operational Webflow-based website by May 31, 2025.

Task 3: Final Migration and WordPress Decommissioning
Stump.Works will perform the final transition and ensure a smooth switchover with minimal disruption. We will provide immediate support for any post-launch issues.

Deliverable:Complete migration and live Webflow websites operational by June 1, 2025.

Task 4: Annual Maintenance and Updates
To maintain long-term reliability and performance, we offer an annual evaluation and maintenance plan. This ensures Webflow's resilience against future technical challenges and includes up to 20 hours of dedicated support annually.

Deliverable:Ongoing annual assessment and updates (not exceeding $3,000 per year).

Task 5: Accessibility and Compliance Reporting
Committed to maintaining full ADA and WCAG 2.1 Level AA compliance, we will:

  • Conduct comprehensive accessibility audits.
  • Deliver an Accessibility Compliance Report (ACR).
  • Implement necessary remediation measures for accessibility gaps identified during audits.

Deliverable:Accessibility report and full compliance by July 1, 2025.

Project Commencement: Immediate upon Purchase Order Issuance

Key Milestone Completions:

  • Task 1 Completion: April 30, 2025
  • Task 2 Completion: May 31, 2025
  • Task 3 Completion: June 1, 2025
  • Task 5 Completion: July 1, 2025
Our proposal includes a total fee of $30,000 which covers all of the services and deliverables outlined in the scope of work above.

The payment schedule will be as follows:

  1. 25% of the total fee is due upon acceptance of our proposal and signing of the contract.
  2. 25% - Completion of Task 2
  3. 25% - June 15th
  4. Final Project Completion (Task 5): remaining balance.

Please note that ongoing costs beyond the initial project scope are not included in the proposed fee. These costs include ongoing maintenance, additional server space (if needed), and generative AI usage. Additional costs may apply if you wish to expand the site's functionality in the future or engage in additional services beyond this agreeded upon scope of work. We will work closely with you to provide transparent pricing for any additional services or support beyond the scope of this project.
