1. Development and initial maintenance of a network of webpages that host the UDO language online.
2. User navigation tools, such as a table of contents with links to articles and sections, and an index of terms with links to referenced pages.
3. Links within the text to section references within the UDO and to external guidelines/manuals/resources.
4. Construction and hosting of pages on your current WordPress installation, with the ability for staff to manage and edit content even after our work is complete. The solution will be integrated into CharlotteUDO.org and include a minimum of 6 hours of staff training.
5. Creation of an instructional video library accessible through the WordPress dashboard, with a video walkthrough explaining each aspect of site maintenance and updates.
6. The ability to print and download UDO excerpts.
7. Display of definition language for select terms defined in the UDO when users click or hover over a term. Defined terms will be bold and underlined for consistent user interaction.
8. Compatibility with desktop, mobile, and tablet devices.
9. Adherence to the latest accessibility practices for all users.

Additionally, we will integrate a ChatGPT-powered natural language interface into the platform, allowing users to ask questions and receive relevant answers in real time. By fine-tuning ChatGPT on the UDO document, we can ensure accurate information delivery based on the document's content.

We will also provide search engine optimization services for the platform, targeting phrases such as "Charlotte development rules," "Charlotte development regulations," "Charlotte Unified Development Ordinance," and "Charlotte UDO."

3. Contract Approval - Once the proposal is approved, we will work with the client to finalize the contract terms and obtain the necessary signatures. We will also provide an onboarding session to ensure that both parties are aligned on the project goals, timeline, and communication channels.
4. Temporary Homepage - We will provide a homepage draft within 30 days from Purchase Order Issuance. This draft will include a list of links to the PDFs as per the RFQ requirements. We will work with the client to obtain feedback and make any necessary revisions to the draft. During this time, our team will work with you on training the ChatGPT data model using the UDO content to ensure that it can accurately and effectively respond to user queries. We will use natural language processing techniques to train the model and fine-tune it on the UDO content to ensure that it is providing relevant and accurate information to users. This includes monitoring and testing the model to ensure that it is performing at the highest possible level and ready for integration in to the full site build. The homepage draft will be completed no later than June 15.
5. Completion of all remaining pages with features as addressed in the previous scope of services above - August 31, 2023

The payment schedule will be as follows:

1. 50% of the total fee is due upon acceptance of our proposal and signing of the contract.
2. 25% of the total fee is due upon completion of the homepage draft, which is due within 30 days from the purchase order issuance.
3. The final 25% of the total fee is due upon completion of all remaining pages with features included in the scope of services, which is due on August 31, 2023.

Please note that ongoing costs beyond the initial project scope are not included in the proposed fee. These costs include ongoing maintenance, additional server space (if needed), and generative AI usage. However, government rates through OpenAI for these projects offer significant discounts. Additional costs may apply you wish to expand the site's functionality or engage in additional services beyond the proposed scope of work. We will work closely with you to provide transparent and competitive pricing for any additional services or support beyond the scope of this project.

We also offer an optional flexible service billing rate ranging between $100 and $175 per hour, depending on the number of hours committed. This enables us to provide competitive pricing for various tasks and ensure the best value for your investment. We will work with you to determine the appropriate billing rate based on your specific needs and requirements and are committed to providing transparent and competitive pricing for all our services.
